We want to clarify that the operational scope of this GRACE investigation encompasses anything brought to light by the Mike Winger investigative report. This explicitly includes Casey City Church, Larry Sebastian, Gary Morgan, Peter McHugh, and Key 22 leadership (including Alyn Jones and Sarah Morgan).
While Key 22 initiated this inquiry around specific individuals, there is no clear separation between the abuse at Casey City Church under Larry Sebastian, the prophetic interference of Gary Morgan over the last 17 years, and the subsequent investigation conducted by the interim eldership chaired by Peter McHugh.
These elements are part of the exact same historical network and system.
A Call for Victims & Witnesses to Step Forward
Victims and witnesses of this system—particularly where these historical links and overlaps exist—are strongly encouraged to step forward and submit confidential evidence. Providing primary receipts, emails, and personal accounts is essential to ensure that the complete, unvarnished truth is formally documented and stamped into the official record.
GRACE needs to hear regarding:
- Prophetic Abuse & Data Mining: Gary Morgan’s 17-year history with Casey City Church and Larry Sebastian, including targeted “prophetic words,” data-mining practices, and spiritual manipulation used to control individuals and protect leadership.
- Institutional Cover-ups & Governance Failures: The administrative response, leadership oversight, and survivor impact during the interim eldership process chaired by Peter McHugh following the disclosures concerning Larry Sebastian.

On the 21st of May 2026, Mike Winger released an extensive investigative video detailing the fraudulent prophecies of Gary Morgan and the subsequent institutional cover-up. Our specific account was featured in this broadcast, as it directly intersects with the systemic impact of Gary Morgan, Peter McHugh, and Larry Sebastian. THE ORIGINAL FINDINGS, NOV, 2023
On Sunday, November 19th, 2023, the interim elders conducted two meetings to present their findings and recommendations. The initial gathering took place at Casey City Church, located at 426 Princes Hwy, Narre Warren 3805. It included Pastor Larry and Christa Sebastian, along with those who were still attending Casey City Church onsite.

The second meeting occurred in a secure environment, involving individuals who had spoken out about the abuse. Attendees included Executive Pastor Kevin Manning, Karen and Stuart Alsop (former Elders), along with 60 members and former church members, including founding members.
